Strategi Pengembangan Subsektor Tanaman Pangan Terintegratif Guna Meningkatkan Pendapatan Petani Dalam Persepektif Good Governance (Studi di Kecamatan Jiwan, Kabupaten Madiun)

Abstract

Abstract: The Development Strategy of Integrated Food Crops to Increase Farmers’ Income in the Persepective of Good Governance (Studies in Jiwan Sub district, Madiun Regency). Jiwan Sub-district has a land area of 1,791 hectares of rice fields with food crops most superior production so that farmers become the main livelihood for the people of this sub-district. However, farmers' income is still relatively low, for the Dinas Pertanian Tanaman Pangan dan Hortikultura and Badan Ketahanan Pangan Madiun Regency implement the development strategy of food crops. But it remains the case the difference in income between rice, soybeans and green beans farmers. After the study showed that farmers' income differences occur because of the failure of the strategy facilities and infrastructures provided to farmers and the majority of farmers do not want to implement the Sub-district Jiwan cropping index provided by the Government of Madiun Regeny. Also based on the perspective of good governance through the role of government, private and community farmers have been appropriate in the implementation of the strategy.

Abstrak: Strategi Pengembangan Subsektor Tanaman Pangan Terintegratif Guna Meningkatkan Pendapatan Petani Dalam Persepektif Good Governance (Studi di Kecamatan Jiwan, Kabupaten Madiun). Kecamatan Jiwan memiliki luas lahan sawah sebesar 1.791 Ha dengan subsektor tanaman pangan yang paling unggul produksinya sehingga petani menjadi pencaharian utama bagi masyarakat kecamatan ini. Namun pendapatan petani masih tergolong rendah, untuk itu Dinas Pertanian Tanaman Pangan dan Hortikultura serta Badan Ketahanan Pangan Kabupaten Madiun melaksanakan strategi pengembangan tanaman pangan. Tetapi tetap terjadi adanya perbedaan pendapatan antara petani padi, kedelai dan kacang hijau. Setelah adanya penelitian menunjukkan bahwa perbedaan pendapatan petani terjadi karena ketidakberhasilan strategi sarana prasana yang diberikan kepada petani dan sebagian petani Kecamatan Jiwan tidak mau melaksanakan Indeks Pertanaman yang diberikan oleh Pemerintah Kabupaten Madiun. Selain itu berdasarkan persepektif good governance melalui peran pemerintah, private dan masyarakat petani telah sesuai pada pelaksanaan strategi tersebut.
