Abstract

Abstrack: Community Empowerment by PHBM programme to increase the income of the villagers who live around the forest (Study on LMDH Podang Wilis Durenan Village, Kecamatan Gemarang, Kabupaten of Madiun). This research focused on basic problems such as the community empowerment, as well as the pro- and inhibitors factor in human resources as the PHBM in Durenan village. This research uses descriptive research methods with qualitative approaches. Factors that support in the implementation of community empowerment through programs in General are PHBM cohesiveness among the villagers, the LMDH Podang Wilis and stakeholders so that the whole community empowerment activities can be run properly. The potential of nature which is contained in the village of Durenan also supports the community empowerment activities in the Durenan village. However, the barrier that slows the implementation of community empowerment through PHBM is the poor quality of the human resources in Durenan village. As a result, the influx of moneylenders or owners of capital pawn systems could easily inhibit the growth of the economy of the community.

Abstrak: Pemberdayaan Masayarakat Melalui Program PHBM Sebagai Upaya Peningkatan Pendapatan Masyarakat Desa Hutan (Studi Pada LMDH Podang Wilis Desa Durenan Kecamatan Gemarang Kabupaten Madiun). Penelitian ini bertitik tolak pada permasalahan pokok yaitu bagaimana pelaksanaan pemberdayaan masyarakat, serta faktor pendukung dan faktor penghambat dalam pemberdayaan masyarakat melalui program PHBM yang ada di Desa Durenan. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Bedasarkan hasil penelitian yang telah dilakukan diperoleh suatu gambaran bahwa pemberdayaan masyarakat melalui program PHBM di Desa Durenan telah berjalan dengan baik. Faktor-faktor yang mendukung dalam pelaksanaan pemberdayaan masyarakat melalui program PHBM secara umum adalah kekompakan antara masyarakat desa hutan, LMDH Podang Wilis, dan stakeholder sehingga seluruh kegiatan pemberdayaan masyarakat dapat berjalan dengan baik, potensi alam yang terdapat di Desa Durena juga mendukung kegiatan-kegiatan pemberdayaan masyarakat yang ada di Desa Durenan. Sedangkan faktor penghambat dalam pelaksanaan pemberdayaan masyarakat melalui program PHBM adalah rendahnya kualitas sumberdaya manusia (SDM) masyarakat Desa Durenan yang masih rendah serta masuknya rentenir atau pemilik modal dengan sistem gadai yang dapat menghambat pertumbuhan ekonomi masyarakat.
