Abstract

 

Abstract: The Quality of Outpatient Services with Administrative Information System (Study on the Application of Computerized Billing System at Dr. Saiful Anwar Public Hospital in Malang). One health service that must exist in the hospital is outpatient services. Therefore, the quality of outpatient services should be ensured so that the public as the users of health services can be treated well. Dr. Saiful Anwar Public Hospital in Malang as one of the public hospitals owned by Provincial Government of East Java is committed to provide quality services, especially for the outpatient service installation, one of which is by applying computerized billing system. Computerized billing system is administrative information systems which is applied in hospitals to assist the administration such as registration and payment of the patients. However, since the system has been implemented in 1997, there have been some problems such as the application of the system less maximally, as it is indicated from the distribution of patients data information has been done manually, as the consequence, it may impede the process of health service delivery. In addition, there have been some indicators of quality of service which have not been fulfilled so it may reduce the quality and the satisfaction of outpatient services.

Abstrak: Kualitas Pelayanan Rawat Jalan Berbasis Sistem Informasi Administrasi (Studi pada Penerapan Computerized Billing System di RSUD Dr. Saiful Anwar Malang). Pelayanan kesehatan yang wajib ada dalam rumah sakit salah satunya adalah pelayanan rawat jalan, oleh karenanya kualitas pelayanan rawat jalan harus diperhatikan agar masyarakat sebagai pengguna jasa layanan kesehatan dapat terpenuhi kebutuhannya akan kesehatan. RSUD Dr. Saiful Anwar Malang sebagai salah satu rumah sakit umum milik Pemerintah Provinsi Jawa Timur terus berupaya memberikan pelayanan yang berkualitas khususnya di instalasi rawat jalan, salah satunya dengan menerapkan computerized billing system. Computerized billing system merupakan sistem informasi administrasi yang diterapkan di rumah sakit untuk membantu penyelenggaraan administrasi seperti pendaftaran dan pembayaran pasien. Namun, sejak sistem ini diterapkan pada tahun 1997 masih didapati beberapa permasalahan salah satunya penerapan sistem yang kurang maksimal, terlihat dari didistribusi informasi data pasien yang masih dilakukan secara manual sehingga dapat memperlambat proses pemberian pelayanan. Selain itu masih didapati beberapa indikator kualitas pelayanan yang belum terpenuhi sehingga dapat mengurangi kualitas pelayanan rawat jalan serta kepuasan pasien rawat jalan.
