Abstract

Abstract: Deliberative Evaluation over Inclusive Campus Policy Implementation  (A Study in University of Brawijaya Malang. University of Brawiya has been made policy of inclusive campus in 2012. In fact there are still many obstacle faced by students with disabilities in their academic activities. This research aims to see how appropriate policy of inclusive campus to be made for persons with disabilities at University of Brawijaya by performing deliberative evaluation. The results of this study is that the inclusive campus policy evaluation conducted once in a week through routine meeting of Center for Disabilities Studies and Services (PSLD) University of Brawijaya. The source of the evaluation is based on the reports received by PSLD. Evaluations that are conducted by the researcher focused on the services provided by PSLD University of Brawijaya consist of tutorial, volunteering and counceling. Stakeholders involved in the evaluation is the key stakeholders, the primary stakeholders and additional stakeholders. The results obtained in the deliberative  evaluation are: give attention to the number of volunteers in the classroom, disability awareness to the lecturers and administrative staff of University of Brawijaya via video, the development of the infrastructure which is accessible to persons with disabilities by giving priority to the number of persons with disabilities in every faculty, monitoring and giving disability awareness to the students of University of Brawijaya in every organization.

Abstrak: Evaluasi Deliberatif Terhadap Penyelenggaraan Kebijakan Kampus Inklusif (Studi pada Universitas Brawijaya Malang). Universitas Brawijaya telah membuat sebuah kebijakan kampus inklusif pada tahun 2012.  Pada faktanya masih banyak kendala yang dihadapi mahasiswa disabilitas dalam melakukan kegiatan akademiknya. Penelitian ini bertujuan untuk melihat seberapa tepat kebijakan kampus inklusif dibuat untuk disabilitas di Universitas Brawijaya dengan melakukan evaluasi deliberatif. Hasil dari penelitian ini yaitu bahwa evaluasi kebijakan kampus inklusif dilakukan seminggu sekali melalui rapat rutin PSLD UB. Sumber evaluasinya berdasarkan laporan yang diterima oleh pihak PSLD. Evaluasi yang dilakukan oleh peneliti memfokuskan pada pelayanan yang diberikan oleh PSLD UB terdiri dari tutorial, pendampingan, dan konseling. Stakeholders yang terlibat dalam melakukan evaluasi yaitu stakeholders kunci, stakeholders primer dan stakeholders tambahan. Hasil-hasil yang didapatkan dalam melakukan evaluasi deliberatif: memperhatikan jumlah pendampingan di kelas,  disability awareness kepada dosen-dosen dan staff  administrasi UB melalui video, pembangunan infrastruktur yang aksesibel untuk disabilitas dengan memprioritaskan jumlah disabilitas di setiap fakultas, mengawasi dan menyebarkan disability awareness kepada mahasiswa UB di setiap organisasi-organisasi.
