Intergovernmental Relations dalam Kebijakan Transportasi Udara (Studi Kasus pada Pengelolaan Bandara Abdulrachman Saleh)

Abstract

Abstract: The fulfillment to the demand of air transportation facilities due to higher growth and mobility of population it is necessary for Abdulrachman Saleh Airport to do something with Intergovernmental Relations. This research aims to understand the application of Intergovernmental Relations through the cooperation of the management of  Abdulrachman Saleh Airport which is especially conducted by the Government of Malang and Batu. This research type is qualitative descriptive. The application of Intergovernmental Relations concept through IGC, IGR and IGM stages in the management of Abdulrachman Saleh Airport is realized through the cooperation between locals because the stand alone action by each local is not enough. Therefore, the use of potentials from every locality is necessary to become the management easier because is becoming collective responsibility. The achievement of Intergovernmental Relations through cooperative work in the management of Abdulrachman Saleh Airport is measured through the assessment over cooperation performance which considers the utilization of resource and facility, the implementation process and the achievement of goal, as well as the impact of the policy.

Abstrak: Dalam rangka memenuhi kebutuhan akan tersedianya sarana transportasi udara dengan pertumbuhan dan mobilisasi masyarakat yang semakin tinggi, upaya Intergovernmental Relations semakin dibutuhkan khusunya dalam pengelolaan Bandara Abdulrachman Saleh. Penelitian ini bertujuan untuk mengetahui penerapan Intergovernmental Relations melalui kerjasama dalam pengelolaan Bandara Abdulrachman Saleh khususnya yang dilakukan oleh Pemerintah Kabupaten Malang dan Kota Batu. Penelitian ini merupakan penelitian deskriptif kualitatif. Penerapan konsep Intergovernmental Relations melalui tahapan IGC, IGR, dan IGM dalam pengelolaan bandara Abdulrachman Saleh dilakukan melalui kerjasama antar daerah dengan pertimbangan keterbatasan yang dimiliki daerah untuk mengelolanya sendiri. Oleh karena itu, dibutuhkan pemanfaatan potensi yang dimiliki oleh daerah lain agar pengelolaannya lebih mudah karena ditanggung bersama. Pencapaian Intergovernmental Relations pada kerjasama yang dilakukan dalam pengelolaan Bandara Abdulrachman Saleh dapat dilihat melalui penilaian terhadap kinerja pelaksanaan kerjasama dengan melihat pemanfaatan sumber daya dan fasilitas yang digunakan, proses pelaksanaan serta pencapaian tujuan hingga dampak yang dirasakan dari kebijakan tersebut.
